Modi was clearly speaking in response to Sonia's calling him a Merchant of Death. He wanted to put across that the epithet fits her more since under her dispensation Merchants of Death like Afzal Guru are being protected from the hangman's rope, while Merchants of Death like Shorabbudin meet their nemesis under his dispensation.
